OUR PROPOSAL: DIRECT ELECTIONS OF THE
HEAD OF STATE AT THE STATE LEVEL

Our proposed model is based on the idea that
there should be greater separation of powers between the legislature
and the political executive. To achieve this greater separation,
the Head of State (or Chief Minister) should be directly elected
by the people. The election of the Head of State would be
entirely separate to the election of legislators. The Head
of State would be independent of the legislature, and by definition,
could not be a member of the legislature. As such, the Head
of State would not need to perpetually worry about retaining
the legislative majority.

The Head of State would have a fixed tenure.
The Head of State would also be able to recruit members of
the political executive from outside of the legislature, such
as recruiting experts in particular fields to become ministers.

To ensure that a directly elected Head of
State remains accountable, a number of checks and balances
on executive power would be in-built to the system:

- A Head of State would be limited to serving for two terms.
- Independent authorities, such as the Supreme Court and
Electoral Commission, could scrutinize the actions of the
political executive.
- The union government could monitor an errant State political
executive.
- Most importantly of all, the legislature will retain ultimate
control in law-making and budget approval. Therefore, the
executive will be kept in check in an institutionalized
manner, and will have to co-opt the legislature to carry
out its legislative agenda and policies.
